BREAKING: The D.C. Circuit, on a 2-1 vote, bars the CFPB from terminations pending appellate review of a district court injunction. Judge Pillard (Obama) and Katsas (Trump) take the action over the disset of Judge Rao (Trump).

This Katsas move is very significant b/c of his shift. This DC Circuit panel partially stayed paragraph 3 to allow RIFs after "particularized assessment." However, when CFPB did a mass-RIF days later, Jackson blocked it pending a hearing. Now, Katsas & Pillard blocked it until they can deal with it.
