I believe the troops were sent not only to assist ICE and quell protests, but to be in place for the "No Kings Day" demonstrations. If a violent encounter between troops and demonstrators was provoked, it could be used to invoke the Insurrection Act, possibly declare martial law, and provide further credence to the claim that the Democratic state and city leaders were incapable of governing or maintaining order.
