How the America PAC (Elon Musk) worked?

To have a chance of receiving a $1 million prize from Elon Musk's political action committee, America PAC, registered voters in certain swing states had to sign a petition supporting the First and Second Amendments

Petition: America PAC circulated a petition supporting free speech and the right to bear arms. Registered voters in battleground states like Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania, and Wisconsin could sign the petition.
Selection Process: While initially presented as a random sweepstakes, Musk's lawyers later stated that winners were hand-selected based on their suitability to serve as spokespeople for America PAC. These individuals signed a contract to serve in this role.
Prize: One person was awarded $1 million daily until the 2024 presidential election.

To me. Wonder if most of those people who signed up actually voted ? Doubt they did, but then why would musk , need them to register???

It was like a lottery. The people that signed the petition thought they had a random chance to be the winner of a million dollar prize. That was how it was promoted.

However, Musk's lawyers later said that the winners were hand-selected based on their suitability to serve America PAC.

So, it could be called fraud. Or false advertising? Did it affect the election?
