A secure TEAMS call in a conference room would have cost around $100 per attendant for the resources and the hour of work wasted.
But being there ensured the officer isn't putting the important talking down to by the "SecWAR" in the background while doing something else, like, having the daily SITREP discussions on what to do about the latest Chinese, North Korean, or Iranian proxy movements, or other trivia like that...

But it's all about what's important to him, because my guess is that he's never had to take responsibility or really pay for anything in his life, so he has no clue what it means to have to manage resources or budget.
He acts like he belongs to the plantation owner class.
The most important thing about this meeting is that he proved he could jerk around all the Flag Officers who are potentially dissing him behind his back.
One or two million dollars is worth that ego-boo to him.
