It's not discretionary; it's mandatory b/c the present tunnel has an expected lifespan of maybe another decade before it's useless for trains to go between NJ and NYC under the Hudson River. It would greatly reduce the traffic on the bridges and the other tunnels.
TSF first stopped the funding in 2016. This is his second attempt to stop the project.
Joe Biden re-appropriated the funds and the project was finally started.
But I'm also pissed at Chris Christie, former republican governor of NJ. The federal money was allocated and transferred to NJ to build Gateway. Before the first shovel was in the ground, in 2010, Christie unilaterally canceled the project, and kept the federal dollars and allocated them to other NJ transportation projects. Essentially he embezzled the money as it should have been returned to D.C. when he canceled the project.

(59,546 posts)To get links like that to work, you need to substitute the parentheses and other characters that sometimes appear such as hash marks. It's a bit technical, but you look up "ascii parenthesis" and choose the unicode or hex value. Here's a good link: https://en.wikipedia.org/wiki/ASCII
In particular, substitute %28 for ( and %29 for ).
There ASCII URL encoders and decoders, but they tend to encode colons and sometimes the slashes so they don't work too well.

You might use them and maybe save a little time or trouble by just replacing the %3A with the colon, which is easy to remember since it is near the front and we've seen thousands of them:
