No, state officials don't "contend" it's unconstitutional. IT IS UNCONSTITUTIONAL! It's not up for debate. The constitution is clear on this. A President can't pardon somebody for a state conviction. Why does ABC News (in this case) even bother if they're not going to report facts to the public but rather report propaganda and lies as if there is some merit to them?
