He can't succeed without his base standing strong behind him, so he plays on their fear and hatred, as do all dictators.
He plays on his base's fear of not being the top dogs; of sharing the abundance we have with people who would also like a seat at that table.
He plays on the diversity of our culture; different religions, different languages, different social activities.
He plays on political differences; those who want to be in charge and dictate the rules vs. those who embrace our diversity, call for the need to have equality for all, and want that "all" to be truly all inclusive.
He looks for any little crack he can widen into a chasm; one he can toss the bodies of his enemies into.

And, he knows he needs 10's of millions of willing participants to help him do it. unfortunately he's got them.
