Cedar Waxwing - This is their "courtship dance". 3rd picture shows them flying off together.
The male will bring some kind of food offering to the female. If she is interested, she will pass the "gift" back to the male.

Once upon a time I was working in my garden and a flock of waxwings showed up and stayed until they ate every bark beetle in my trees, a few weeks. I was blessed with their little "peee" song and full view of the mating rituals, it was a large flock.
One of my favorite birds.
