When you have a thoroughly corrupt government, the only reasonable conclusion to draw about sudden about-faces is that the right people were bribed.

The Trump government is open about its corruption and self-dealing. If MS-13 was the primary villain two months ago and is now being quietly freed from custody, the main conclusion to draw is that they bribed their way out and the Trump government got its taste.
