because the republicans can't allow gubbmint be credited with doing anything well. There is probably plenty of $$$ to provide for the soldiers, it's just all going in some billionaires pocket (and shared with politicians 'campaigns'). They still blame the "gubbmint" as proof they just need to outsource MORE.
