Latinos (some) have turned up as the top of the list in anything and it turns out to be the "persecuted" slot - I say "some" because it's not a monolithic group and the sub-group wingnut-Cuban-exiles got special treatment for immigration because of the BATISTA, CIA, and Red Scare connections, and leap-frogged past, say, Mexican-Americans, becoming a solid component for the Repukes and de facto taking over significant geography and high positions (couple of Senators, presidential candidacies). Meanwhile, the others have stayed largely second-class and out of mind (will surely be corrected).
