11. Trent Lott's Senate's failure to ratify the comprehensive test ban in 1999 was a national shame.

And it was a shame that a subsequent president should have attempted to erase by working for ratification.

That said, every president since Clinton nevertheless observed the ban by continuing the moratorium on testing -- that is, until now.
