Yes - it would have to likely come in the form of a law, signed by the President. There would be lawsuits, and eventually it'd be heard before the Supreme Court. Depending on the wording and scope of the law, it might get struck down.

The Congress can constrain the jurisdiction of the courts, I think, by act of law. It has been a long time since i've taken con law.
