Didn't they just enter into an agreement with Northwestern about non-discrimination requirements?
It's absolutely ridiculous to enforce a standard of conduct and reporting on that conduct when the government is able violate those same standards at will.

I would consider the contract invalid because there is zero good faith that the current administration is good steward of standards they have no intention of keeping themselves.
