That's where the $1 billion will go that he collects from nations who pay it to join. Their fee is an investment.. That's also what the $10 billion that Trump is taking from the US will go.

Some of the money will be spent on security for the construction team as it works and to protect the resort fr8m angry Palestinians after it is built.
