in the next few days that, for reasons of declining health and to spend more time with his family, he will be steppping down from the office of President effective immediately. He will not be the one making this speech.

I think that there was a meeting of the minds at the White House that will come to light in the interim, where he was told in no uncertain terms by either the military or by his cabinet that they would be moving forward with 25-4 proceedings, if Trump does not step down, and that he is effectively now under house arrest. I also think that key members of both the House and the Senate leadership have indicated that they will recommend impeachment and removal if he does not retire immediately.

I would not be at all surprised if there is a request by the UN to try him at the Hague for war crimes.
