"I will pocket half the money from the tolls".

I believe that he is stealing our treasury and no one is willing to tell him no.

And before anyone starts with "there are laws and rules in place to keep that from happening!"....look around. Rules literally don't apply to him...and anyone who was willing to tell him no is gone.
