8. Fraud is a big problem, and it is somewhat more of a blue state problem

Let's not pretend it isn't.

We do need to be aggressive and fix this shit, because it is bad on general principles and also it gives the Pubs ammunition.

The thing that pisses me off is the real reason why it's more prevalent in blue states. This whole time the Pubs have hated social welfare spending of all kinds. Pub administered programs have been doing damn near everything in their power to pay out as little as possible - including denying people / organizations that legitimately deserve the funding. Pub run states have less fraud in their social welfare programs because they have spent years trying to not pay out to anyone. Not to say they haven't had fraud too.

We've been compassionate and generous, which some thieves exploited.

There is an opportunity here to use their talking point against them, leverage it for national reforms that safeguard against fraud while also forcing red states to stop playing nasty games with deserved benefits.
