If you're changing things electronically - which is how people usually suggest it happened - it'd be much easier to do on a small scale.

Changing things everywhere would have all sorts of avenues to explore. To use any sort of criminal enterprise as an example, it's actually rather easy to commit one crime and get away with it. But when someone keeps committing them they tend to make a mistake somewhere. That's why when law enforcement finally catch bank robbers or people that hold op gas stations, or serial killers - they usually figure out there are all sorts of prior crimes they committed when they finally get them on their seventh.
