The article says it was just a symbolic vote, meant to send a message, Most of the Republicans didn't want to send that particular message to Trump. 
Unfortunately, they sent another message, the one that says, "I will always support King Donald even when he's wrong!" They may not have wanted to send that message, either, but it's too late now!
