The Thirteen Colonies may have been all governed by England by then, but they incorporated earlier settlements by the Germans, Dutch (New Amsterdam became New York; Peter Stuyvesant was the last Dutch Governor of New Netherland), French, Swedes, and Scots. https://en.wikipedia.org/wiki/Timeline_of_the_European_colonization_of_North_America

German- and Dutch-language newspapers were not that uncommon in the newly independent Colonies.
