... into the second most powerful army in Ukraine, what has that same corruption, incompetence, fraud done to it's nuclear arsenal? They can't seem to get a single aircraft carrier to sea, how are they at maintaining an active nuclear program.

Nuclear weapons don't just get put on a shelf until needed. The have to be seriously maintained and monitored.
