President Donald Trump on Saturday ordered the California National Guard to Los Angeles to intervene in protests of immigration sweeps, a move condemned by California Gov. Gavin Newsom (D). The White House move to activate the National Guard marks a major escalation of immigration enforcement hostilities, in what the president has promised will be the largest-scale deportation operation in history. The protests began after federal immigration officials began sweeps in Los Angeles County on Friday, including in the fashion district downtown.

They are under dual state and federal authority under normal circumstances. But the president can always activate them as reserve units of the regular US Army and Air Force. Then the state governor has no control.
The DC national guard is always under federal control. They can be deployed anywhere for law enforcement during protests.

Or they learned the wrong lessons. Wear masks but not uniforms or identifying badges

I looked up if the Governors control the National Guard. They can be called by up by the Feds

Per US Government, anything within 100 miles of international border OR shore line is US Border Enforcement Zone
