I'm sure you noticed that just about every god-botherer always says that God wants or thinks whatever the speaker wants or thinks -- so that the speaker doesn't have to take responsibility for themselves.
Cruz is just saying "we let young kids die" and "what we do makes no sense."

God "allowed" it to happen in 1987 and that should have been their wake-up call to make sure it didn't happen again.
