where they took over an actual IT-related office under the WH and renamed it. Then they stuck an "Acting" person in to appear to be "in charge" of it.

I.e., it used to be this - https://www.usds.gov/ (and is definitely NOT a "department" in any manner, shape, or form) and that was obliterated with the carpet-bombing.
