It agreed with the swarmy sons of TSF to build another Trump Hotel in its country, supposedly independently of the tariffs. It would mean that a huge segment of the population would be forced to move, environmental harm would ensue, etc.

TSF called off the tariff deal. Let Vietnam reciprocate.
