2. Vietnam is still a Communist-run country

and has only recently been dabbling in "capitalism", taking advantage of the U.S. "offshoring" craze. I expect they still have to "step lightly" (perhaps following the model and strategies of China, with a similar Communist-run government) when it comes to trade. Alternately, Russia seems to have ditched their Communist U.S.S.R. origins, and gone full blown corrupt capitalist.
