You don't close the building before you've even hired a design firm to lead the project. It's 100% to avoid acknowledging the Arts boycott of this Kakistocracy.

Does a 60-year-old building need renovations? Probably. At a minimum, the HVAC system has to be at end-of-life. Probably the roof, too. It doesn't need a Neo-Classical sheathing.
