8. I have the same problem. I do not sell a lot but my items bring sometimes a nice price. Recently I

was told the same thing. They would hold my money. I have super high praise and %100 rating there. Called and spoke to five different people. Here are the reasons that I was told:

It is for YOUR protection
It is because one person did not leave feedback
It is becasue you need 20 sales
It is becasue you are new (not and they have a record of me since 1990's under a different name and email since we moved)
It is because of Ebay having a reason to do this to you
It is because Paypal has a reason to do this to you
It is new policy
We will release funds after you post a tracking number
We may hold your funds up to 31 days
We may hold your funds indefinitely
This is only for Ebay transactions
This is for any sales in or out of Ebay

a few more that I cannot remember......

Yet my husband has less than perfect score and had a couple of disputes and yet he has had no notice.

I really do not know what to do........but I do know that they are crooks. The amount they took from the last sales was staggering. I have had free shipping for a long time too. I hope the two lawsuits come up with something. There needs to be a huge investigation.
