He is working for the state and I suspect that he has moved up in seniority to the point that he wouldn't be vulnerable to the budget cuts in the state.

I suspect that my BIL is in a more vulnerable position in the mining sector though since he is in his early sixties. However, if something did happen to his job he should have enough economic resources to get by since he was well paid, inherited a nice sum when his mother passed and he was also extremely frugal (as in driving a 30 year-old vehicle) plus my sister also worked enough that she could cover her own expenses.
