3. I thought this was just another Trump/Musk hustle.

Of course Musk will get the contract, and there'll be a rollout of a half-baked system that blows up just like Space X. This is all about the "gold" in gold dome...billions and billions of dollars flowing into Musk's pocket, with Trump getting his cut.
As a defensive weapon system, it probably won't ever live up to it's hype.
That's why they don't want any oversight. They don't want anyone standing in the way of the money flow when the results fall far short of the expectations.
