In the area where I live the tribe has done an outstanding job of addressing some of these issues. They are the number two employer, have built an outstanding health clinic, run several companies, work to preserve history and language and educate everyone about the tribe's history.
Most everything built here now is big box or strip mall type buildings but theirs are beautiful and environmentally sensitive. Most people consider them a saving grace for the area.

They are a small tribe but they have terrific leadership that is concerned with improving the lives of their members for future generations.
