An entitled inebriated asshole. 
I'm embarrassed that I didn't realize she was drunk until I read the comments pointing it out. Now that it's been drawn to my attention, I can't unsee it! (What can I say, I'm just never around drunk people these days, so I forget what they're like when they're sloshed enough to lose their inhibitions but not so drunk that they're staggering and puking, lol.)
I think the drunkenness is a key factor here, because it helps explain her very poor judgment in talking to the cops the way she did. I'd be willing to bet that she has a serious drinking problem, that she's one of those people who reach for a "hair of the dog" as soon as they get up and up spend most of their waking hours in some degree of intoxication.
Of course, that does NOT, in any way, shape, or form, absolve her of responsibility for her racist terrorizing of her neighbors. If anything, it puts her horrible behavior in a different and even more disgusting light.
I was disappointed that they didn't arrest her, but I guess they didn't have quite enough on her at that point. I just wish I could see the body cam footage when (not if, because I don't think she has enough self control to leave the neighbors alone and stay out of trouble) they do have to come back and arrest her!
