I also believe it is because the right likes to incarcerate people of lower income status. AZ had private contractors to administer our prison system. If we didn’t fill the beds tax payers paid more.
I was truly shocked when one of our state right wingers realized we were paying more for empty beds and vowed to take action. Not sure if anything changed or not, haven’t heard about it in a while.
