And neither is any State.

Nothing is really set in stone.

We are nearing another massive 70s-90s style realignment and I think the "red" and "blue" state perception is largely the result of parties being unable to adapt when these realignments happen. Ideology and culture definitely makes it impossible for some parties to win in the traditional way in many places. But not in other ways.
