11. He tries to write his own interpretation of rules and laws

until he gets strong enough pushback to stop him. Stating that fact about his behavior is not fear mongering.

I do not think that he,would expect to unseat a Senator. But it would not surprise me if he tried to claim that the votes of certain Senators on his SAVE Act are not valid as a way to try to get it passed.

It also would not surprise me if he used the fraudulent election claim to justify meddling in the midterms at the polls or afterward to try to invalidate the results.

I do not believe that he is giving a pre-announced speech solely for the purpose of continued whining about his loss in 2020. He is vindictive to the core. He is singling out Georgia where he tried to intimidate Republicans into changing the vote outcome and failed. He punishes or harasses those he considers disloyal.

He wants to justify the SAVE Act requirements for voter ID.
