I can recall going out on the deck and watching the cloud come over the house it amazing rate of speed. Usually thunderstorms and such take some time to build. There might have been some faint warnings in the morning that something could happen but this was a Squall that really changed the direction of the wind and created 7 ft waves in a matter of minutes a lot of those boats didn't have time to even get back to the marinas much less doc and get off safely if the waves were as bad as they were.
Yes those people were wearing life jackets. Locals were saying that they could hear on the radio that the emergency responders were talking about people face down with the life jackets on already drowned. So even with a life jacket those waves can fill your face with water before you can even think. And yes the cold water was a factor as well. Lots of people that have lived up here a long time said that this was an anomaly and something that we haven't seen move this fast ever...
Really a tragedy.
People die every year on Lake Tahoe. Lots of times it is preventable, and sometimes it's just inexperience because people think that the water is easy. They don't realize that they're dealing with something so large that it's almost like an inland ocean. Personally, I don't go any deeper than my toes can touch, and I rarely boat. When I had my kayak I never went farther from the shore then I could swim safely because I knew my limits.
